Green Hydrogen Diplomacy: Reshaping The Algeria-eu Energy Supply Chain In The Era Of Decarbonization

Authors : Saifi Walid . بن سمينة عزيزة .

Abstract

The global imperative for decarbonization has catalyzed a fundamental shift in international energy markets, positioning green hydrogen (GH2) as a cornerstone of the future low-carbon economy. For Algeria, a traditional hydrocarbon heavyweight, this transition represents both an existential challenge to its rentier model and a strategic opportunity to redefine its economic relationship with the European Union (EU). This article explores the emergence of "Green Hydrogen Diplomacy" as a multi-dimensional management and economic strategy designed to reshape the Algeria-EU energy supply chain. By synthesizing principles from strategic management, institutional economics, and international political economy, the paper argues that the successful integration of Algerian GH2 into the European market requires more than technical infrastructure; it necessitates a robust framework of institutional alignment, regulatory harmonization, and risk-mitigation strategies. Through an analysis of cost competitiveness, existing pipeline architecture (Medgaz and Transmed), and the 2019 Algerian Hydrocarbon Law, the study identifies critical bottlenecks and value-creation opportunities. The findings suggest that while Algeria possesses a significant comparative advantage in terms of solar irradiation and proximity, the "Green Dutch Disease" and institutional rigidity remain primary risks. The article concludes with an expanded set of policy recommendations aimed at fostering a resilient, bilateral green value chain that moves beyond mere commodity export toward industrial co-evolution.
