Forgery crimes and the use of forged documents are among the most serious offenses against public trust and the integrity of legal transactions. For this reason, the Algerian legislator has granted them special protection under the Penal Code, reinforced by Law No. 24/02 of 18 February 2024. This protection is reflected in the substantive provisions, which define the crime, its material and moral elements, and its forms, namely the alteration of truth in official or private documents with the intent to cause harm or gain unlawful benefit, with harsher penalties for public officials. It also includes procedural provisions governing the initiation of public action by the Public Prosecutor or through civil claims, as well as technical investigations carried out by experts to examine documents, seals, and signatures. This framework aims to ensure general deterrence, protection of rights, and safeguard transactions from tampering and manipulation, thereby strengthening legal security and upholding the rule of law.
