الهجرة غير الشرعية بين التداعيات والمقاربات -تداخلات مفاهيمية –

الملخص
ملخص: تهدف هذه الدراسة إلى بسط مفاهيم الهجرة غير الشرعية وتداعياتها المتنوعة، ومدى تطور مفهوم الهجرة عامة والهجرة غير الشرعية خاصة، ليكون مفهوما عابرا للتخصصات تتعدد فيه المقاربات وتتنوع فيه الرؤى والنظريات باختلاف زوايا النظر، بين اقتصادية وثقافية وأمنية واجتماعية ونفسية، تطور مفهوم الهجرة غير الشرعية وارتبط بمفاهيم كالإتجار بالبشر والأمن القومي والتهريب، سنحاول إعطاء نظرة حول هذه الظاهرة، من خلال الوقوف على أهم المراحل التاريخية لتطور ظاهرة الهجرة، انطلاقا من الهجرة القسرية إلى الهجرة الانتقائية، تحت غطاء الهجرة المقننة أو المنظمة وبروز ظاهرة الهجرة غير الشرعية كمصطلح ومفهوم حديث ... خاصة في ظل الظروف الراهنة التي أصبحت تمثل تهديدا امنيا وتحديا دوليا، لا سيما بعد الأحداث السياسية والأمنية التي شهدتها المنطقة العربية سنة 2011، والتي زادت في حدتها رغم الإجراءات الأمنية الصارمة التي اتخذتها معظم الدول المتقدمة والنامية، والسعي الحثيث لمنظمة الهجرة الدولية على تشجيع الهجرة الإنسانية المنظمة، التي تخدم مصالح الجميع في إطار مكافحة الهجرة غير الشرعية والحد من خطورتها واستفحالها. الكلمات المفتاحية: هجرة؛ هجرة غير شرعية؛ هجرة مقننة؛ أمن؛ جزائر. Abstract: This study addresses the concept of illegal immigration and its various implications, as well as the evolution of the concept of migration in general- and illegal immigration in particular. This is with the aim to make an interdisciplinary concept that includes multiple approaches, and contains various visions and theories from different perspectives: economic, cultural, security-related, social, and psychological. The concept of illegal immigration has evolved and become intertwined with concepts such as human trafficking, national security, and smuggling. Therefore, this study aims to provide an overview of the phenomenon by drawing attention to the main historical phases of its development, starting from forced immigration to selective immigration, under the framework of regulated or organized migration, and the emergence of illegal immigration as a modern term and concept, particularly in light of the current circumstances, which represent a security threat and an international challenge. This has become obvious, particularly after the political and security events witnessed by the Arab region in 2011, which have intensified the phenomenon despite strict security measures taken by most countries. In addition, the International Organization for Migration has been actively promoting organized humanitarian migration that serves the interests of all parties. This is considered part of the efforts made to combat illegal immigration and reduce its risks and spread. Keywords: Migration, Illegal Immigration, Regulated Migration, Security.
