الحكم الراشد في سنغافورة وانعكاساته على التنمية المحلية Singapors’s Good Governance And Its Implications On The Local Development

الملخص

على الرغم من الظروف الصعبة، التي عاشتها سنغافورة بعد فترة الاستقلال، إلاّ أنها استطاعت أن تحقق قفزة نوعية، وتُوجِد لنفسها نهضة تنموية، مرتبطة بمختلف المستويات السياسية، الاقتصادية، والاجتماعية. وهذا، بعد ما سارعت إلى تفعيل وتجسيد معايير الحكم الراشد، فأضحت تجربتها الرائدة، مَضرباً للمثل، وأنموذجاً ميدانياً، يمكن أن تحتذي به مختلف الدول والحكومات. وعلى هذا الأساس، يمكن استنتاج أن مقاربة الحكم الراشد، هي من بين أفضل المقاربات الحديثة والمعاصرة، التي يمكن الاستعانة بها لتحقيق التنمية المحلية، من خلال إشراك مختلف الفواعل الرسمية وغير الرسمية في رسم السياسات المحلية، وتفعيل الآليات القانونية والسياسية، والاقتصادية والاجتماعية الضرورية، لإنجاح المشاريع التنموية والنهوض بالمجتمع المحلي. Despite the difficult circumstances that Singapore experienced after the period of independence, it was able to achieve a qualitative leap and create a development renaissance for itself, linked to various political, economic, and social levels. This is after it rushed to activate and embody the standards of good governance, and its pioneering experience became an example and a field model that various countries and governments can emulate. On this basis, it can be concluded that the good governance approach is among the best modern and contemporary approaches that can be used to achieve local development, by involving various official and informal actors in drawing up local policies, and activating the necessary legal, political, economic and social mechanisms for the success of the project. Development projects and advancement of the local community.
