الملخص
تسعى الدراسة إلى تحليل أليات و تحديات اصلاح المجالس البلدية المنتخبة من منظور الحوكمة المحلية في الجزائر، من خلال السؤال المركزي التالي: كيف يمكن لأليات الحوكمة أن تؤدي إلى اصلاح المجالس البلدية المنتخبة في ظل التحديات التي تعيق عملها في الجزائر؟ وبعد عرض الأسس النظرية ، وأبرز الاصلاحات التي تهدف إلى الحوكمة المحلية، والتحديات التي تواجه تحقيقها، توصلت الدراسة إلى أن مركزية القرار، وضعف التمويل المحلي هي أبرز التحديات التي تعيق المجالس البلدية المنتخبة، وبالتالي تتطلب عملية الاصلاح والحوكمة المحلية الانتقال من المركزية إلى اللامركزية، وتوسيع صلاحيات هذه المجالس واستقلالها في اتخاد القرارات التي لا تتنافى مع مبادئ الدستور والقانون. Abstract: This study aims to analyze the mechanisms and challenges of reforming elected municipal councils from the perspective of local governance in Algeria, through the central research question: How can governance mechanisms contribute to the reform of elected municipal councils in light of the challenges hindering their performance in Algeria? After presenting the theoretical foundations, the main reforms aimed at promoting local governance, and the challenges facing their implementation, the study concludes that the centralization of decision-making and the weakness of local funding are the main obstacles hindering the effectiveness of elected municipal councils. Therefore, the process of reform and local governance requires a transition from centralization to decentralization, along with expanding the powers and autonomy of these councils in decision-making, that align with constitutional and legal principles.
