The Soft Dimension Of Iranian Foreign Policy After Operation Flood Of Al-aqsa: Reality And Challenges

الملخص
This study explores the reality of Iran’s use of soft power beyond its borders, with a focus on the Arab and Islamic regions. It also explains how the “Al-Aqsa Flood” operation on October 7, 2023, impacted this power particularly after the strategic and military disruption it caused to Iran’s regional proxies in the frontline states, on whom Tehran relied to reduce economic burdens and avoid direct confrontation with Israel. This disruption affected Iran's image and stature in the region, both at official and popular levels, leading to a decline of its soft power appeal and influence. Moreover, this research paper sheds light on the key challenges facing the soft dimensions of Iranian policy, which Tehran has sought to solidify. However, these efforts were adversely affected by the Al-Aqsa Flood operation, which marked a critical turning point in Iran’s grand strategy for the period 2020–2025. The operation produced significant geopolitical shifts in the region that shaped Iran’s strategic perception. تتناول هذه الدراسة واقع توظيف القوة الناعمة الإيرانية خارج حدودها، مع التركيز على المنطقة العربية والإسلامية، كما توضح كيف أثّرت عملية “طوفان الأقصى” في السابع من أكتوبر 2023 على هذه القوة، خاصة بعد ما سببته من إرباك استراتيجي وعسكري لوكلاء إيران الإقليميين الذين كانت تعتمد عليهم في دول الطوق، وذلك بهدف تقليل الأعباء الاقتصادية وتجنّب المواجهة المباشرة مع إسرائيل. وقد انعكس ذلك على صورة إيران ووزنها في المنطقة، سواء لدى الأوساط الرسمية أو الشعبية، مما أضعف من جاذبيتها ونفوذها. من جانب آخر، تسلط هذه الورقة البحثية الضوء على أبرز التحديات التي تواجه الأبعاد الناعمة في السياسة الإيرانية، والتي تسعى طهران إلى ترسيخها، إلا أنها تأثرت سلباً بعملية طوفان الأقصى. فقد شكلت هذه العملية منعطفاً حاسماً في الاستراتيجية الإيرانية الكبرى المُحددة للفترة بين 2005–2025، لما أفرزته من تحولات جيواستراتيجية عميقة أثرت على الإدراك الاستراتيجي الإيراني في المنطقة.
