الضوابط الأخلاقية للصحفي الجزائري في البيئة الرقمية، دراسة تحليلية للتشريعات الإعلامية الجزائرية

الملخص
لقد ساعد التطور التكنولوجي في مجال الإعلام الجزائري على تحقيق نوعا الانفتاح الإعلامي، أمام الصحفي الجزائري الذي اتخذ من الفضاء الرقمي مجالا لممارسة نشاطه الصحفي، ولكن هذا الانفتاح أدى إلى ظهور فاعلين جدد في الفضاء الافتراضي معظمهم جاهلين بأساسيات ممارسة العمل الصحفي الالكتروني، ففي ظل غياب الرقابة على ما يكتب وينشر فقد وقع الكثير من الفاعلين عبر هذا الفضاء في العديد من المخالفات المتعلقة بالجانب الأخلاقي والمهني، لذلك كان لزاما على المشرع الجزائري أن يضع حدا لهذه التجاوزات من خلال تكريس قواعد قانونية توضح اخلاقيات المهنة وتحدد ضوابطها، فانطلق اهتمام المشرع بصحافة الفضاء الافتراضي من قانون الإعلام 2012 وتوال الاهتمام بها مع تعاقب القوانين الإعلامية في الجزائر كان آخر ذلك قانون الإعلام 23-19 . ونهدف من خلال هذه الورقة البحثية للتعرف على اهم الضوابط الأخلاقية التي لابد أن لتزم بها الصحفي الجزائري عند ممارسته لمهنة الصحافة في الفضاء السيبراني، وذلك من خلال تحليلنا لمضامين قوانين الإعلام المتعلق بالجانب الأخلاقي الذي يحدد الضوابط الأخلاقية التي يحتكم إليها الصحفي الالكتروني في الجزائر. The technological development in Algerian media has helped to achieve a kind of media openness, in front of the Algerian journalist, who has taken the space from the digital space to exercise his journalistic activity. But this openness has led to the emergence of new actors in the virtual space, most of whom are ignorant of the fundamentals of the practice of electronic journalism. In the absence of censorship of what he writes and publishes, many actors across this space have been caught up in many ethical and professional irregularities. The Algerian legislature was therefore obliged to put an end to these abuses by establishing legal norms that clarify the ethics and control of the profession. The legislature's interest in virtual space journalism proceeded from the Media Act 2012 and paid attention to them with successive media laws in Algeria Last was the Media Act 23-19. Through this paper, we aim to identify the most important ethical controls that the Algerian journalist must adhere to when practising the journalism profession in cyberspace, through our analysis of the content of the media laws on the ethical aspect that defines the ethical controls that the online journalist in Algeria invokes.
