الملخص
منذ حادثة سفينة توري كانيون SS Torrey Canyon، سنة 1967 وهي سفينة نفط بريطانية مسجلة باسم ليبيريا تنبه العالم إلى أهمية البيئة وذلك نتيجة الأضرار البالغة التي أحدثها تلك السفينة في البحر في صورة تلوث أثر على البيئة البحرية تأثيرا جعل من المجتمع الدولي التحرك في إطار سياسة دولية تكفل حماية البيئة ومنع التلوث، وقد توالت الجهود بعد أول اتفاقية في إطار منع التلوث البحري حتى صارت البيئة في شكل القانون الدولي للبيئة. Since the incident of the SS Torrey Canyon ship, in 1967, which is a British oil ship registered in the name of Liberia, it has alerted the world to the importance of the environment as a result of the severe damage caused by that ship at sea in the form of pollution that affected the marine environment in a way that made the international community move within the framework of an international policy that ensures the protection of the environment and the prevention of pollution. Efforts continued after the first agreement in the framework of preventing marine pollution until the environment became in the form of international environmental law.
