Authors : Cheurfa Asma .

Abstract

This study explores the integration of smart education and safe technological pedagogy in primary education through a comparative analysis of Japan, Qatar, Algeria, and Germany. Its main objective is to examine how diverse educational systems implement digital technologies while ensuring ethical use, online safety, and pedagogically sound practices. Using a document-based methodology, the study analyzes policies, curricula, and initiatives to identify common trends and contextual differences. Results indicate that advanced systems such as Japan and Germany combine sophisticated infrastructure, structured teacher training, and ethical frameworks, while Qatar demonstrates rapid technology adoption supported by strategic investments. Algeria, though emerging, shows gradual ICT integration amid infrastructural and training challenges. Across all contexts, the study highlights the importance of teacher preparedness, human-centered approaches, and digital citizenship in fostering interactive, adaptive, and safe learning environments. The findings provide a foundation for developing a balanced model of safe smart pedagogy applicable in diverse primary education settings
