The Role Of E-government In Improving The Performance Of Public Facilities

Abstract
E-government represents a strategic option for improving the performance of public facilities and achieving administrative development. However, its success requires concerted efforts to overcome structural and technological challenges, along with the adoption of comprehensive national policies to ensure an effective and sustainable digital transformation. It can be said that e-government is not just a technical tool; it is also a lever for modernizing the state, achieving transparency, improving the quality of public services, and enshrining the principles of administrative justice. Despite some challenges in Algeria, implemented experiences demonstrate significant progress in digital transformation, the efficiency of public facilities, and the quality of services they provide, particularly in the justice and postal sectors. إن الإدارة الإلكترونية تمثل خيارا استراتيجيا لتحسين أداء المرافق العامة وتحقيق التنمية الإدارية، إلا أن نجاحها يتطلب تضافر الجهود لتجاوز التحديات البنيوية والتكنولوجية، مع ضرورة تبني سياسات وطنية شاملة لضمان تحول رقمي فعال ومستدام. ويمكن القول إن الإدارة الإلكترونية ليست فقط أداة تقنية، بل تعد رافعة لتحديث الدولة وتحقيق الشفافية، تحسين جودة المرفق العام، وتكريس مبادئ العدالة الإدارية. ورغم بعض التحديات في الجزائر، إلا أن التجارب المطبقة تبرز تقدما ملحوظا في التحول الرقمي، خاصة في قطاعات العدالة والبريد.
