From E-government To Smart Services: The Strategic Role Of Digital Communication In Public Sector Transformation

Authors : Taleb Dalila .

Abstract

The transition from traditional e-government models to smart, integrated public services requires a strategic rethinking of digital communication. More than a technical channel, it serves as a driver of institutional reform, shaping transparency, efficiency, and civic participation. This article analyzes recent advancements in AI-enhanced communication, blockchain-based transparency, and mobile platforms that redefine service delivery in contexts such as Estonia, Singapore, and Romania. However, it also addresses the structural and ethical challenges posed by cybersecurity risks, data governance, and the persistence of digital divides. By combining theoretical insights with empirical case studies, the paper outlines future directions for embedding digital communication as a cornerstone of resilient, citizen-centric governance
