Abstract: In modern political systems, authority is conferred through elections, whereby the people choose their representatives and hold them accountable. These elections are held periodically to assess the extent to which political programs and objectives have been achieved, and to evaluate whether elected officials have honored their promises. However, countries differ in how they implement this mechanism, particularly with regard to candidate presentation and seat allocation methods—such as the "largest remainder method" used in Algeria, and the "highest average method." This research aims to compare these methods of determining election results and allocating remaining seats, and to analyze their impact on the composition of the political and party landscape, government formation, and the implementation of its program. The study concludes that it is necessary to change the current vote-distribution method as a first step toward reforming Algeria's electoral system.
