ملخص: يستند موضوع تهيئة الإقليم إلى الخطة الحضرية الوطنية، التي أعدها مركزان وطنيان للبحوث والدراسات بالتعاون مع مركز أبحاث فرنسي. وتشمل مبادئها الأساسية النزاهة، والمشاركة الفعالة لجميع الجهات المعنية، واللامركزية الإدارية، ورفض وتفادي احتكار جميع المبادرات والمسؤوليات من قِبل إدارة لامركزية واحدة. تتضمن الخطة قرارات ملموسة تتعلق بالتخطيط والتنظيم طويلي الأمد للتراب الوطني للفترة 2010-2025. وتتناول الخطة الديموغرافيا، والموارد الطبيعية، والإنتاج، والبنية التحتية، والبيئة. كما توفر إطارًا توجيهيًا لتوزيع مشاريع التنمية وتحديد مواقعها. لذا، فهي أداة استراتيجية لتطبيق مبادئ التخطيط الحضري، وبالتالي تدمج بالضرورة الأهداف المحددة للتنمية الاقتصادية والاجتماعية..Abstract: This law is based on the National Urban Plan, prepared by two national research and studies centers in collaboration with French research center. Its fundamental principles include integrity, the effective participation of all stakeholders, administrative decentralization, and the rejection and avoidance of the monopolization of all initiatives and responsibilities by a single decentralized administration. The plan includes concrete decisions related to long-term planning and organization of the national territory for the period 2010-2025. The plan addresses demographics, natural resources, production, infrastructure, and the environment. It also provides a guiding framework for the distribution and location of development projects. It is therefore a strategic tool for implementing urban planning principles and therefore necessarily integrates specific objectives for economic and social development
