واقع الرقمنة في الجزائر

الملخص
إنَّ الحديث عن الرقمنة مفاده تحسين الخدمة العمومية من حيث الجودة والكفاءة والسرعة في جميع القطاعات، وهي ضرورة ملحة لأي تخطيط من طرف الإدارة العامة لتحقيق هذه الأهداف. ولهذا تلجأ الإدارة لعصرنة جميع القطاعات دون استثناء وتوفير كل الإمكانيات من موارد بشرية ومادية والآليات التي تواكب عملية الانتقال والتحول إلى خدمة عصرية سريعة تستجيب لمتطلبات الساكنة ولعصر السرعة والمعلوماتية الذي يهتم به الأفراد والمجتمع ككل. والنتائج لاحظناها في الميدان بفضل التقدم الملحوظ في مجال الرقمنة وإنشاء وزارة جديدة للرقمنة والإحصائيات، وهاته العملية تمس كل القطاعات والدوائر الوزارية في إطار التكامل والتعاون بينها من أجل محاربة البيروقراطية ومكافحة الفساد وترشيد الحكم في ظل مبدأ الشفافية من أجل تفعيل الأدوات الأساسية لخلق الثروة مما يؤدي لنمو اقتصادي قوي ومتنوع استقلالي وسيادة في اتخاذ القرار بنظرة استشرافية. Digitalization is about improving public service quality, efficiency, and speed across all sectors. It is an urgent necessity for any public administration planning to achieve these goals. Therefore, the administration is modernizing all sectors without exception, providing all the necessary human and material resources and mechanisms to support the transition to a modern, fast service that responds to the needs of the population and the era of speed and information technology, which interests individuals and society as a whole. We have observed the results in the field, thanks to the remarkable progress in digitization and the establishment of a new Ministry of Digitization and Statistics. This process affects all sectors and ministerial departments within a framework of integration and cooperation to combat bureaucracy, combat corruption, and rationalize governance under the principle of transparency. This will enable the implementation of the basic tools for wealth creation, leading to strong and diversified economic growth, independent decision-making, and a forward-looking vision.
