آليات حماية الساحل في إطار السياسة الوطنية لتهيئة الإقليم في الجزائر

الملخص
يعتبر الساحل الذي يعرف على أنه منطقة التقاء بين الأرض والبحر فضاء فلاحيا وصناعيا وسياحيا، تتركز فيه النشاطات الاقتصادية برا وبحرا، وبذلك يكون عرضة لرهانات وضغوطات يكون لها تأثيرات وخيمة في المستقبل على المجال البيئي والاجتماعي والوسط الطبيعي؛ ومن أجل الحفاظ على الوظائف الإنتاجية للساحل وهي عديدة ومتنوعة، قد تكون تجارية أو صناعية أو فلاحية أو سياحية ترفيهية، كما أنه يؤدي وظيفة طبيعة حيوية، كان لزاما على المشرع الجزائري اعتماد إستراتيجية عامة محكمة لتنميته وتخفيف الضغط عنه عن طريق تبني خطة عمل في إطار المخطط الوطني لتهيئة الإقليم تهدف إلى التحكم في نمو الساحل وتنميته النوعية تنمية مستدامة، تضمن أداء وظائفه الحيوية على الأمد البعيد؛ أما الإستراتيجية الخاصة فهي تعمل على تهيئة الساحل عن طريق إعداد المخطط التوجيهي لتهيئة السواحل الذي يتوافق مع المخطط الوطني لتهيئة الإقليم ويترجم الترتيبات الخاصة للمحافظة على الفضاءات الهشة على كامل الشريط الساحلي، بالإضافة إلى إنشاء هيئة عمومية تكلف بتنفيذ السياسة الوطنية في مجال حماية الساحل وتثمينه وهي المحافظة الوطنية للساحل. The coast, defined as the meeting point between the land and the sea, is an agricultural, industrial and tourist space, where economic activities are concentrated on land and sea, and is thus exposed to bets and pressures that have serious effects in the future on the environmental and social sphere and the natural environment. In order to preserve the productive functions of the coast, which are many and varied, and may be commercial, industrial, agricultural, tourist and recreational, as it performs a vital natural function, it was necessary for the Algerian legislator to adopt a general strategy for its development and relieve pressure on it by adopting an action plan within the framework of the National Plan for Territorial Planning that aims to control the growth of the coast and its qualitative development and sustainable development, ensuring the performance of its vital functions in the long term. As for the special strategy, it works on the development of the coastline through the preparation of the coastal development master plan, which is in line with the National Territorial Development Plan and translates the special arrangements for the preservation of fragile spaces throughout the coastal strip, in addition to the establishment of a public body in charge of implementing the national policy in the field of coastal protection and valorization, the National Governorate for the Coast.
