الملخص
الملخص: انقسم النقاش الأكاديمي حول إعادة تعريف التهديد بعد نهاية الحرب الباردة إلى تيارين و هما : تيار التهديدات الكلاسيكية الجديدة الذي ركز على التهديدات التي تواجه الدول القومية، باعتبارها محور السياسات الأمنية و التي لخصها في المنافسة و الصراع بين القوى الكبرى في النظام الدولى،إلى جانب الصراع بين هذه القوى و القوى الصاعدة حول إعادة التمركز في مناطق النفوذ الجديدة و كل ما يتولد عن هذه العملية من تهديد. التيار الثاني وهو تيار التهديدات الجديدة أو الاتماثلية ، الناتجة عن تراجع دور الدولة القومية في السيطرة على شؤونها الداخلية و فقدانها للاحتكار الشرعي للعنف في ظل العلاقات الدولية المعولمة و الاعتماد المتبادل و التداخل بين ما هو داخلي و خارجي. و بالنظر إلى معطيات البيئة الأمنية، فان التهديد لا يمكن إلا أن يكون شاملا و متعدد الاتجاهات في عالم يتميز بالفوضى. Abstract: the end of the cold war, the academic debate about redefining threat was split into two trends; the neoclassical threat trend that emphasizes on the threat facing nation- states- it is seen as the main focus of security policies- which was summed up in the competition and struggle between the major powers in the international system, as well as the rivalry among the major and rising powers over repositioning in new zones of influence and the resulting threat. The second trend is asymmetric threats that arise from the state's declining role in controlling both internal and external affairs, also its monopoly on legitimate violence in globalised international relations, interdependence and the convergence of internal and external. In view of security environment, the threat can only be comprehensive and multidirectional in a chaotic world, thus the threat’s concept has expanded to include traditional and new threats
