Abstract: This study aims to search for the intellectual backgrounds and theoretical bases of American strategy after the Cold War, which it derived from the school represented by Francis Fukuyama, which was the first to define American foreign orientations in light of international transformations. When the end of the ideological conflict coincided with the end of the century, the “discourse of endings” spread, such as the end of history, the end of geography, the end of the state, the end of sovereignty, and the end of ideology, during which American think tanks became active in trying to find the appropriate vision to clarify this “new world order.” Based on the realistic perspective in analyzing international relations, the study concluded that the Fukuyama's end of history thesis was an announcement of the victory of the Western liberal model represented by the United States of America.
