الصور المعقدة لنظم التعاون الدولي في مواجهة تهديدات الهجرة غير الشرعية (التصورات الأوروبية المشتركة نموذجاً)

الملخص
الملخص: ترمي هذه الورقة إلى ولوج مختلف مستويات إستراتيجيات وسياسات التعاون الدولي المسطرة كأجندة للحد من ظاهرة الهجرة الغير شرعية ومحاربتها، مع مختلف التهديدات اللصيقة بها على إعتيار أن ظاهرة الهجرة الغير شرعية معقدة وبعيدة كل البعد عن حالة التعميم و البساطة؛ ما يستوجب الوقوف على طبيعة هذا التعقيد وتحديد مستوياته السياسية، الاقتصادية، الثقافية و الأمنية على حد سواء. ومن جهة أخرى، الوقوف على ما تقتضيه ظاهرة الهجرة الغير شرعية من تعاون دولي أو ما فرضه سلوك المهاجر الغير شرعي في حد ذاته. لهذا الغرض ركزت الدراسة على استقراء السياسات الأوروبية الموحدة (المتعددة الأطراف) و الغير موحدة (أحادية الطرف) المبرمجة لمحاربة ظاهرة الهجرة الغير شرعية أو الراغبة في الحد أو تقليص جغرافيا تهديد الهجرة الغير شرعية كتهديد جيوأمني وسياسي وثقافي. Abstract: this paper, delving into various levels of strategies and policies of international cooperation set as an agenda to limit and combat the phenomenon of illegal immigration, along with its various closely related threats. It is important to acknowledge that the phenomenon of illegal immigration is complex and far from being a generalized or simplistic issue. This necessitates an understanding of the nature of this complexity and the identification of its political, economic, cultural, and security dimensions simultaneously. On the other hand, it is essential to consider the requirements of illegal immigration itself in terms of international cooperation or the demands imposed by the behavior of the illegal migrant. For this purpose, the study focused on analyzing unified (multilateral) and non-unified (unilateral) European policies designed to combat the phenomenon of illegal immigration or to limit or reduce the geographical scope of the threat of illegal immigration as a geopolitical, political, and cultural challenge.
