واقع النشر العلمي الإلكتروني في الجامعات الجزائرية: دراسة استطلاعية بجامعة سطيف2

الملخص
تهدف هذه الدراسة إلى معرفة واقع النشر العلمي الإلكتروني لدى طلبة الدكتوراه في الجامعات الجزائرية عموما وبجامعة سطيف2 كلية العلوم الإنسانية والاجتماعية على وجه الخصوص، من خلال محاولتنا تسليط الضوء على واقع نشر الطلبة مقالاتهم، أبحاثهم عبر البوابة الوطنية للمجلات العلمية، أهم القيود والصعوبات التي تواجههم في نشرهم لمقالاتهم العلمية في البوابة الوطنية، فأهم تحديات النشر الالكتروني التي تواجه الطلبة في نشرهم لمقالهم العلمي، وبناء على ذلك فقد اعتمدنا على المنهج المسحي الذي يسمح لنا باستطلاع آراء ومواقف عينة من الطلبة قوامها (20) طالبا حول الموضوع قيد الدراسة، معتمدين في ذلك على استمارة الإستبانة التي تضمنت (21) سؤالا موزعا على ثلاثة محاور تخدم أهداف الدراسة وتساؤلاتها. وتوصلت الدراسة إلى: أنّ الطلبة المبحوثين على دراية بالبوابة وأسباب تجسيدها، غير أنّ أغلبهم لم ينشروا بعد بسبب عدم استيعابهم لكيفية بناء مقال ونشره عبر هذه البوابة، التي ساهمت بدرجة تقع بين المتوسطة والضعيفة في التسريع من عملية نشر المقالات. وعن أهم قيود وصعوبات النشر العلمي في البوابة الوطنية، جاءت القيود التي تتعلق برؤساء التحرير في المرتبة الأولى، في حين ارتبطت تحديات النشر الإلكتروني بالدرجة الأولى بتحديات تتعلق بانتهاك حقوق الملكية الفكرية للناشرين والمؤلفين. This study aims at identifying the reality of electronic scientific publishing by Ph.D. students at Algerian universities in general and at Sétif;2 the Faculty of Social and Human Sciences; in particular by trying to highlight the reality of students published their articles and researches through the Algerian Scientific Journal Platform focusing on the most important constraints; and difficulties they face in publishing their scientific articles at the National Platform; in addition to the most important challenge of e-publishing that students face. Therefore; we have relied on the survey method that allows us to examine the opinions and positions of a sample of (20) students on the topic under study basing on a questionnaire that included (21) questions distributed among three axes that serve the objectives of the study and it’s their questions. Among the findings of this research: The students who are researching the platform are aware of the reasons of the embodiment of the platform, but the majority have not published yet; because they do not understand how to build an article and publish it through the platform; which has contributed to a degree between moderate and weak in accelerating the publication of articles. Among the most important constraints and difficulties of scientific publishing in the national platform we find editors to first position; while the challenges of electronic publishing have been primarily related to the ones related to the violation of intellectual property; and rights of publishers and authors.
