This study examines international cooperation mechanisms in combating money laundering and terrorist financing, focusing on the legal and operational standards established under FATF Recommendations 37 through 40. Utilizing a descriptive-analytical methodology, the research evaluates these global standard-setting measures with a specific analytical application to Algerian domestic legislation. The findings reveal that while cross-border cooperation is indispensable to overcome the territorial limitations of state sovereignty, its efficacy remains heavily contingent upon the harmonized national transposition of FATF benchmarks. Doctrinally, the paper identifies a strategic structural convergence where the FATF applies an identical cooperation apparatus to both crimes despite their distinct material legal elements. The study concludes with critical reform proposals (de Lege ferenda), advocating for the universal binding formalization of FATF standards, conduct-based adaptations to the dual criminality rule within Algerian criminal procedure, and the deployment of secure cryptographic platforms to facilitate real-time intelligence sharing during acute security threats.
