Abstract: This study examines the legal framework of human security in crisis management, exploring integration between prevention and response mechanisms. It addresses the efficacy of current legal frameworks in accommodating this integrative approach and seeks to unveil obstacles hindering this preventive-responsive system. The study adopts an analytical approach to international and national legal texts, supplemented by a comparative method. It concludes that human security constitutes the optimal entry point for achieving integration, though its application encounters the dilemma of balancing emergency requirements with rights guarantees. The study recommends adopting comprehensive national legislation based on human rights standards, strengthening institutional coordination, establishing independent oversight bodies, activating judicial oversight, and involving civil society in crisis management policies.
