الملخص

من المسلَّم به أن التحول الرقمي أصبح ضرورة حتمية واتجاهًا عصريًا ينسجم مع متغيرات العصر ومتطلباته المتسارعة. تهدف هذه الورقة البحثية إلى تحديد الإطار المفاهيمي للتحول الرقمي، ورسم خريطة طريق فعّالة للاستعداد له، مع إبراز آفاق الرقمنة في قطاع التعليم العالي وتحديد أهم التحديات التي تواجهها، وذلك من خلال التطرق إلى المخطط التوجيهي لرقمنة قطاع التعليم العالي والبحث العلمي. It is widely acknowledged that digital transformation has become an inevitable necessity and a modern trend aligned with the rapid changes and demands of the contemporary era. This research paper aims to define the conceptual framework of digital transformation and to outline an effective roadmap for institutional preparedness, while highlighting the prospects of digitization in the higher education sector and identifying its main challenges, through an examination of the Master Plan for the Digitization of the Higher Education and Scientific Research Sector.
