This paper examines Arab and Western cybersecurity strategies, focusing on Egypt, Jordan, Saudi Arabia, the UK, Canada, and Germany, alongside international legal frameworks. It addresses whether international criminal law and universal jurisdiction can effectively counter cyber threats. The study finds broad consensus on five legislative solutions: prevention, international cooperation, urgency, integration with defense policies, and specialized training. It argues that large-scale cyberattacks challenge traditional legal categories, necessitating reconsideration of the laws of war and international justice. The Tallinn Manual 2.0 emerges as the most authoritative reference for applying international law to cyber operations, though it remains non-binding on states.
