الملخص
تقييم الاحتياجات هو عملية أساسية في مجال الإدارة والتخطيط، حيث يتم تحليل وتقييم احتياجات مجتمع معين أو مؤسسة لتحديد الاحتياجات الرئيسية والموارد المطلوبة لتلبية هذه الاحتياجات، وهي الخطوة الأولى في عملية تقويم البرامج. يهدف تقييم الاحتياجات إلى تحسين الفعالية والكفاءة في استخدام الموارد وتحقيق الأهداف المحددة. يتم تنفيذ تقييم الاحتياجات في سياقات مختلفة، بما في ذلك التعليم، والرعاية الصحية، والتنمية الاقتصادية، ويعتبر تقييم الاحتياجات أداة قيمة لتوجيه صنع القرار وتخصيص الموارد، ومن هذا المنطلق تم استخدام المنهج الوصفي التحليلي في هذا المقال الذي تطرق لمفهوم تقييم الاحتياجات، وأهميته، وخطواته، واستخدامات نتائجه، والعوامل التي قد تقف خلف نجاح أو اخفاق عملية تقييم الاحتياجات في البرامج التربوية. تم التوصل إلى أنّ عملية تقييم الاحتياجات تقوم على مراعاة العديد من الجوانب المختلفة وتكامل المعلومات المتاحة لاتخاذ القرارات الملائمة، ومن المهم التأكد من أن تقييم الاحتياجات يكون شاملاً ودقيقاً، وأن تكون الخطوات المتبعة شفافة ومشاركة لكافة الأطراف المعنية. Needs assessment is an essential process in the field of management and planning, where the needs of a particular community or institution are analyzed and evaluated to determine the main needs and resources required to meet these needs. This is the first step in the program evaluation process. The purpose of needs assessment is to improve effectiveness and efficiency in resource utilization and to achieve specific goals. Needs assessment is carried out in various contexts, including education, healthcare, and economic development. It is considered a valuable tool for guiding decision-making and resource allocation. From this standpoint, the descriptive analytical approach was used in this article, which addressed the concept of needs assessment, its importance, steps, uses of its results, and the factors that may stand behind the success or failure of the needs assessment process in the educational programs. It was concluded that the needs assessment process is based on taking into account many different aspects and integrating the available information to make appropriate decisions. It is important to ensure that the needs assessment is comprehensive and accurate, and that the steps followed are transparent and shared by all concerned parties.
