الملخص
ملخص: تعتبر حالة الاستثناء النموذج المهيمن في السياسة المعاصرة، بحيث أنها سمحت باستمرار الأنظمة السياسية الهجينة في العالم ضمن سياق التحول نحو الديمقراطية والتمسك بالقيم الشمولية. بالاستناد الى مساهمة فيلسوف القانون والمنظر السياسي الايطالي چورچيو أغامبين Agamben Giorgio (1942-)؛ ينبري الرهان الأساسي لهذه الورقة على أنّ حالة الاستثناء تظهر دائماً على مستوى سلوك الأنظمة السياسية المتباينة على أنها أسلوب للحكم أكثر من مجرد أنها اجراءً استثنائياً. Abstract: The state of exception has become the dominant model in contemporary politics, allowing hybrid political regimes around the world to persist amid the broader shift toward democratization and adherence to totalizing values. Drawing on the contribution of the Italian legal philosopher and political theorist Giorgio Agamben (1942–), the central claim of this paper is that the state of exception consistently appears, across the practices of different political systems, as a mode of governance rather than merely an exceptional measure.
