Abstract: This study examines the concept of Pax Silicia (Silicon Peace) as a new analytical framework for understanding the profound transformations in the structure of the contemporary international system. Hegemony is no longer exercised primarily through direct military force, but rather through control over global technological infrastructure - particularly semiconductors, artificial intelligence, algorithms, and digital value chains. The study adopts a multi-level theoretical approach that integrates realism, liberalism, constructivism, and critical perspectives, with the aim of deconstructing the epistemological and political foundations of this emerging form of "hegemonic peace". The study demonstrates that Pax Silicia represents a shift from the logic of deterrence and hard power to a logic of structural technological dependence, whereby states - especially those in the developing world - become embedded in transnational digital systems that constrain their ability to exercise full sovereignty. It also highlights the growing role of major technology corporations as supra-national actors that participate in reshaping concepts of security, governance, and decision-making, thereby raising unprecedented legal and ethical challenges. The study concludes that Pax Silicia does not signify the end of international conflict, but rather its reprogramming within a digital-algorithmic space in which power, knowledge, and technology intersect. This dynamic redefines global security and sovereignty in the twenty-first century, carrying with it simultaneous opportunities for innovation and risks of domination and marginalization.
