In a world where cities, rather than states, have become the primary arena of economic competition, this study poses a central question: how can a city like Barcelona transform its open urban data into a sustainable competitive advantage? To answer this, the paper provides an in-depth economic–institutional analysis of Barcelona’s deployment of Digital Twins between 2010 and 2025, going beyond the dominant technical descriptions in the literature towards unpacking the underlying economic mechanisms through a composite theoretical framework that integrates platform economics, commons theory and institutional economics, thereby framing “urban digital sovereignty” as a testable analytical construct rather than a mere policy slogan. The study adopts an in-depth case study methodology, complemented by descriptive comparative analysis with Amsterdam and Copenhagen. The findings reveal a discernible positive association between the open-source Sentilo platform and several indicators of urban competitiveness, while explicitly acknowledging that isolating this effect from concurrent factors-such as European recovery funds and the repercussions of COVID-19-requires future quantitative research. As an original theoretical contribution, the paper introduces the “Urban Digital Value Triangle”, a three-dimensional analytical framework that elucidates how operational efficiency, innovation stimulation and strategic decision-making quality intertwine in shaping digital urban competitiveness.
