Artificial intelligence is reshaping education at an unprecedented pace, yet its transformative power in non-native English learning and intercultural communicative competence (ICC) remains largely untapped in resource-limited contexts like Algerian universities. This systematic literature review uncovers the current landscape of AI integration in Algerian higher education. Following PRISMA 2020, six major databases were searched for 2000 - 2025 publications, yielding 20 studies after screening. Research has increased markedly since 2018, driven by chatbots and generative models. Most studies (85%) were journal articles; quantitative designs dominated (50%), with 20% on AI system/curriculum development. Themes focus on linguistic skills (vocabulary, grammar, speaking, writing) and affective factors (motivation, anxiety reduction), with emerging ICC via adaptive AI interactions. Chatbots are the main tool; future work should explore humanoid robots and platforms for holistic ICC outcomes.
