Authors : Debieche Souhila .

Abstract

Abstract: If public security is one of the manifestations of the restoration of public order in cities, villages and neighborhoods, it achieves the protection of persons in themselves and their property. It falls within the original competence of administrative bodies at the local level. The Wali is one of these bodies. As the supreme administrative leader of the state, his powers have expanded by expanding the areas of his commitment to security, imposed by various legal texts and their various degrees, whether in normal circumstances or in exceptional circumstances. However, their exercise is linked to restrictions and controls imposed sometimes by these texts, so he is subject to the instructions and directives of the central authorities stemming from his being the mediator between them and local bodies, so he is their representative at the state level to perform this task , or he suppresses his powers in favor of the intervention of central bodies, so that they depart from his area of competence, and at other times stemming from judicial oversight as his administrative work, thus preventing any abuse of power, in order to achieve the legitimacy required in the state of law.
