This study examines the position of the Egyptian leadership toward the Soummam Conference held in Algeria on 20 August 1956 and its resolutions, on the grounds that this position took shape in light of Ahmed Ben Bella’s reservations, since his relationship with the internal leadership was marked by clear divergences in vision and in assessing the available options. It focuses on the account presented by Fathi al-Dib - an Egyptian intelligence officer tasked by Gamal Abdel Nasser with coordinating with the leaders of the Algerian Revolution - as an account that reflects the official perspective that governed Cairo’s view of the Soummam Conference and of developments in the Algerian Revolution more generally. In addition, the study seeks to clarify elements of truth by presenting and comparing the most prominent historical testimonies that addressed the conference and its resolutions, especially since a number of decisions that were later described as controversial did not endure for long in field practice. In the context of the transformations that followed the conference, the reading adopted here indicates that the principle of the primacy of the political over the military was soon bypassed at a meeting of the National Council of the Algerian Revolution in Cairo, and that the relocation abroad of the Coordination and Execution Committee established by the Soummam Conference caused the principle of the primacy of the internal over the external to lose much of its practical significance.
