The human right to a safe environment is one of the relatively recent and emerging concepts that has garnered increasing attention from the international community. This attention has not arisen in a vacuum; rather, it reflects a broader evolution in the recognition of individual rights and freedoms, alongside a growing awareness of the need to affirm and protect the right to a healthy environment. While the primary responsibility for environmental protection lies with the United Nations General Assembly, the Human Rights Council has been entrusted with safeguarding human rights more broadly and, in particular, with addressing environmental concerns. As such, the Council has progressively demonstrated its commitment to the recognition of the environmental right, as well as to ensuring its safety and sustainability, through a series of resolutions adopted since its establishment.
