مخاطر الهجرة غير الشرعية على الدول المغاربية وآفاق معالجتها

الملخص
تعتبر الهجرة غير الشرعية أحد الظواهر السلبية التي أفرزتها التهديدات الأمنية لدول البحر المتوسط خلال العقد الأخير من القرن الواحد والعشرين، حيث شكلت أزمة متداولة على الصعيدين العالمي والإقليمي للدول المغاربية، وذلك باتخاذها مناطق عبور أو حتى مناطق استقرار للكثير من النازحين الأفارقة، نتيجة الأوضاع السياسية والاجتماعية التي تعيشها دول الضفة الجنوبية للقارة الإفريقية، وغياب آليات حكيمة لمعالجة الظاهرة، وهو من شأنه أن يساهم في ازدياد حجم الجريمة المنظمة في الدول المغاربية، الأمر الذي يستدعي التفكير الجدي في إيجاد الآليات والسبل الكفيلة لمعالجتها. Illegal immigration is one of the negative phenomena that resulted from the security threats to the Mediterranean countries during the last decade of the twenty-first century, as it constituted a widespread crisis on the global and regional levels for the Maghreb countries, by taking them as transit areas or even settlement areas for many displaced Africans, as a result of the political and social conditions experienced by the countries of the southern bank of the African continent, and the absence of wise mechanisms to address the phenomenon, which is likely to contribute to the increase in the volume of organized crime in the Maghreb countries, which requires serious consideration of finding mechanisms and means to address it.
