الملخص
منذ تأسيسها في عام 1919، تقوم منظمة العمل الدولية بمهام رئيسية تتمثل في وضع معايير العمل الدولية، والتي تشمل الاتفاقيات والتوصيات، وتعزيز تنفيذها، بالإضافة إلى تشجيع الدول على التصديق على هذه الاتفاقيات وإشرافها على تطبيق المعايير كوسيلة رئيسية لتحقيق أهداف المنظمة. وقد أنشأت المنظمة آليات إشراف دولية فريدة لرصد مدى تقدم الدول الأعضاء في تطبيق معايير العمل عالميا. تتمتع منظمة العمل الدولية بعدة آليات إدارية تساعدها في متابعة التزام الدول الأعضاء بالمعايير التي وافقت عليها بموجب الاتفاقيات. يمكن أن يتم الإشراف من خلال عملية منتظمة تشمل التقارير، أو عبر إجراءات خاصة تتعلق بالشكاوى أو الاعتراضات المقدمة من هيئات المنظمة إلى مجلس الإدارة. ومنذ عام 1951، أصبح هناك إجراء خاص يعالج الشكاوى الخاصة بالحرية النقابية من خلال لجنة الحرية النقابية. وتستطيع هذه اللجنة أن تناقش كذلك الشكاوى المتعلقة بالدول الأعضاء التي لم تصادق على الاتفاقيات الخاصة بالحرية النقابية. Since its founding in 1919, the International Labour Organization (ILO) has been tasked with establishing international labor standards, including conventions and recommendations, promoting their implementation, encouraging countries to ratify these conventions, and overseeing their implementation as a primary means of achieving the organization's objectives. The organization has established unique international supervisory mechanisms to monitor member states' progress in implementing labor standards globally. The ILO has several administrative mechanisms to help it monitor member states' compliance with the standards they have agreed to under conventions. Supervision can be achieved through a regular process, including reports, or through special procedures for complaints or objections submitted by ILO bodies to the Governing Body. Since 1951, there has been a special procedure for handling complaints related to freedom of association through the Freedom of Association Committee. This committee can also discuss complaints related to member states that have not ratified the conventions on freedom of association.
