أساليب تمويل المؤسسات الناشئة مع الإشارة الى تجربة الجزائر

الملخص
تهدف هذه الورقة البحثية إلى دراسة أساليب تمويل الشركات الناشئة مع التركيز على تجربة الجزائر من خلال التحفيزات المالية والجبائية الموجهة لفائدة حاملي المشاريع الناشئة. واعتمدت الدراسة على تحليل النصوص القانونية والتنظيمية، بالإضافة إلى استعراض الأدبيات المتعلقة بتمويل المؤسسات الناشئة. وأظهرت النتائج أن نجاح تمويل الشركات الناشئة مرتبط بالإطار التشريعي والتحفيزي والبيئة الاقتصادية والاجتماعية والمنظومة المالية. وتلعب الإعفاءات الضريبية وصندوق دعم الشركات الناشئة والتمويل الجماعي وكذا الحاضنات والمسرعات دورًا محوريًا في دعم الابتكار وتمكين المشاريع من النمو. كما بينت الدراسة أهمية تعزيز التكامل بين هذه المكونات لضمان استدامة الابتكار وريادة الأعمال. ويشير البحث إلى ضرورة رفع كفاءة الصندوق الوطني لدعم المؤسسات الناشئة وتوسيع برامج الحاضنات والمسرعات كما يؤكد على تسهيل الوصول إلى التمويل الجماعي كأداة لتحريك مشاريع الشركات الناشئة بسرعة وفعالية. This research paper aims to study the financing methods of start-ups, with a particular focus on the Algerian experience through financial and tax incentives provided to start-up project holders. The study relied on an analysis of relevant legal and regulatory texts, in addition to a review of the literature on start-up financing. The results showed that the success of start-up financing is closely linked to the legislative and incentive framework, the economic and social environment, and the financial system. Tax exemptions, the Start-up Support Fund, crowdfunding, as well as business incubators and accelerators, play a pivotal role in supporting innovation and enabling projects to grow. The study also highlighted the importance of enhancing the integration of these components to ensure the sustainability of innovation and entrepreneurship. The research points to the necessity of improving the efficiency of the National Start-up Support Fund and expanding incubator and accelerator programs, while emphasizing the facilitation of access to crowdfunding as a tool to rapidly and effectively drive start-up projects.
