Central Bank Digital Currencies And The Transition To A Digital Economy (the Case Of The Algerian Digital Dinar)

Abstract
Abstract: This study aims to analyze the current state and future prospects of adopting Central Bank Digital Currencies (CBDCs) within the framework of the transition toward a digital economy, with a particular focus on the Algerian Digital Dinar as an initiative under the national digitalization strategy. The study concludes that the issuance of a central bank digital currency represents a fundamental step toward modernizing the monetary system and enhancing financial inclusion. However, the success of the project depends on the readiness of the digital infrastructure and the development of appropriate legal and regulatory frameworks, in addition to improving financial awareness and strengthening coordination between the central bank and the financial and technological sectors to ensure a secure transition toward a digital economy. الملخص: تهدف هذه الدراسة إلى تحليل الواقع والآفاق المستقبلية لتبنّي العملات الرقمية الصادرة عن البنوك المركزية (CBDCs) في إطار التحول نحو الاقتصاد الرقمي، مع التركيز بشكل خاص على تجربة الدينار الرقمي الجزائري بوصفها مبادرة ضمن الاستراتيجية الوطنية للرقمنة. وتوصلت الدراسة إلى أن إصدار عملة رقمية من طرف البنك المركزي يعد خطوة أساسية نحو تحديث النظام النقدي وتعزيز الشمول المالي. غير أن نجاح هذا المشروع يعتمد على مدى جاهزية البنية التحتية الرقمية، وتطوير الأطر القانونية والتنظيمية المناسبة، بالإضافة إلى رفع مستوى الوعي المالي وتعزيز التنسيق بين البنك المركزي والقطاعين المالي والتكنولوجي لضمان انتقال آمن نحو الاقتصاد الرقمي
