الحوكمة المحلية كآلية لتعزيز التنمية على المستوى المحلي

الملخص
ملخص: تعتبر الحوكمة المحلية من بين المفاهيم المعاصرة، التي حظيت باهتمام بالغ لدى غالبية الدول لما لها من دور في ترقية أداء الجماعات المحلية، عن طريق توفير الموارد المالية وتخصيصها في المجالات والميادين الكفيلة بتحسين المستوى المعيشي للمجتمع المحلي، وتحقيق التنمية المحلية بما يتماشى وطموحات وتطلعات المواطنين، وتجسيدا لهذا الطرح تناولت هذه الدراسة الدور الذي تلعبه الحوكمة المحلية كفاعل في تحقيق هذا المنظور التنموي من خلال دراسة فاعلية مبادئ الحوكمة المحلية في تعزير مستويات التنمية على المستوى المحلي. وتوصلت دراستنا الى أنه لا توحد علاقة ذات دلالة احصائية بين الحوكمة المحلية وتحقيق التنمية على المستوى المحلي، نظرا لعدم ارساء مبادئ الحوكمة المحلية بصفة فعلية على أرض الواقع. كلمات مفتاحية: الحوكمة المحلية؛ التنمية المحلية؛ الادارة محلية؛ ترقية أداء الجماعات المحلية؛ تحسين المستوى المعيشي. تصنيفات JEL : H7, O18, R58, I31 Abstract: Local governance is considered one of the modern concepts that has garnered significant attention from the majority of countries due to its role in enhancing the performance of local communities. This is achieved through the provision and allocation of financial resources to sectors capable of improving the living standards of the local population and achieving local development in line with the aspirations and expectations of citizens. In light of this perspective, the present study examines the role of local governance as a key actor in realizing this developmental vision by assessing the effectiveness of its principles in promoting development at the local level. Our study concluded that there is no statistically significant relationship between local governance and achieving development at the local level, due to the lack of effective implementation of the principals of local governances in practice.
