واقع التنمية المحلية و تحديات ترشيد النفقات على المستوى المحلي

الملخص
يقع على عاتق الجماعات المحلية ادارة الشأن العام على المستوى المحلي ، فهذه الجماعات تمثل صورة مجسدة للامركزية الإدارية ،حيث انها في سعي دائم لتلبية حاجات المجتمع المحلي المتعددة ، مستعملة في ذلك المال العام قصد انجاز المشاريع المختلفة ، ولذا فإن النفقات المحلية هي أداة مهمة في يد الجماعات المحلية والتي تستخدمها للقيام بوظائفها، لكن التصرف في هذه النفقات مع المحافظة عليها في نفس الوقت يتطلب احترام الإجراءات المنصوص عليها قانونا ، مع وجود هيئات رقابية مهمتها السهر على صرف المال العام بالكيفية الصحيحة ، غير أن أهم عمل رقابي هو الرقابة الذاتية التي تمارسها الجماعات المحلية بنفسها على نفسها من خلال ترشيد النفقات و الاستعمال الحسن للمال العام على المستوى المحلي . Abstract: It is the responsibility of local groups to manage public affairs at the local level. These groups represent an embodiment of administrative decentralization, as they are in a constant effort to meet the multiple needs of the local community, using public money in order to complete various projects, Therefore, local expenses are an important tool in the hands of local groups, which they use to carry out their functions, but managing these expenses while preserving them at the same time requires respecting the procedures stipulated by law, Although there are oversight bodies whose mission is to ensure that public money is spent in the correct manner, the most important oversight work is the self-control that local groups exercise over themselves through rationalization of expenditures and good use of public money at the local level.
