Cybercrime has become one of the most pressing challenges facing the international community due to the rapid development of information technology and the expansion of the digital space. These advancements have given rise to transnational offenses that are difficult to control using traditional legal mechanisms. The forms of cybercrime have diversified to include system intrusions, data forgery, online fraud, privacy violations, and the use of information technologies for terrorist or organized criminal activities. This growing complexity has made it necessary to search for a unified international framework capable of addressing such threats. At the international level, multiple efforts have emerged to establish legal standards and effective mechanisms for cooperation. The 2001 Budapest Convention (the Council of Europe Convention on Cybercrime) stands as the most significant legal instrument in this regard. It is the first international treaty dedicated to combating cybercrime, outlining digital investigative procedures and establishing rules for international cooperation, particularly in information exchange and extradition. Its adoption by several non-European states has reinforced its relevance and granted it a global dimension. Despite these significant efforts, international responses still face obstacles, such as differences in national legislation, slow judicial cooperation, and the difficulty of identifying perpetrators in a borderless virtual environment. Nevertheless, enhanced international collaboration, updated legal frameworks, and the adoption of shared technical standards remain the most effective path forward to confront this rapidly escalating threat.
