Since the 1980s, Algeria began transitioning from a socialist to a market-based economy through privatization efforts. Despite signing several reform agreements such as the expanded facilities agreement and the structural adjustment program, implementation was hindered by the dominance of rentier thinking and economic challenges. Two key bodies were created: the National Council for State Contribution to oversee privatization, and the National Council for Privatization to evaluate public enterprises. However, the privatization process remained slow due to the lack of a strong financial market, internal resistance, and weak banking sector involvement.
