Human Security Is A Measure To Reduce Illegal Immigration

Abstract
Abstract: Illegal immigration is one of the most prominent contemporary phenomena that reflect the fragility of economic and social conditions in many countries, including Algeria. Official reports have shown a worrying rise in the rates of such migration, prompting those concerned to search for new approaches to address it, including the concept of human security. This study examines the relationship between human security and the exacerbation of irregular migration, through the analysis of the local reality, and proposes a set of preventive and developmental solutions that may contribute to reducing the phenomenon, especially amid the growing security and social challenges in the region Keywords: Illegal Immigration ;Human Security ; Prevention; Development . جاءت الهجرة غير الشرعية كوسيلة انتحار حقيقية، وما الأرقام التي تنشرها الوزارة الداخلية في الجزائر إلا خير دليل على هذه الوضعية الدرامية. لقد انطلق مفهوم الأمن الإنساني كمحاولة لوضع الأطر القانونية اللازمة والآليات للتخفيف من حدة الهجرة غير الشرعية. يعتمد هذا ا لبحث على المنهج الوصفي الذي يقوم بعرض وتحليل واقع واقع الهجرة غير المشروعة في الجزائر ، ومدى ارتباطها بمفهوم وأبعاد الأمن الإنساني كآلية للتخفيف من حدة الهجرة غير الشرعية. توصلت هذه الدراسة إلى حوكمة و عصرنة تقنيات المراقبة ،مثل الاستطلاع الجوي (الحوامات ) أو عن طريق الأقمار الصناعية ، تسمح بتقصي آثار المهاجرين بريا وبحريا وكذا آلات الحديثة لاكتشاف الوثائق المزورة. إذ توصي هذه الدراسة بإنشاء آليات مناسبة تجمع الجهات المختصة المكلفة بالهجرة وتبادل المعلومات في إطار تشجيع تطوير رؤية موحدة قائمة على مبادئ الشراكة والتضامن والصداقة.
