This work aims to provide a comprehensive overview of the sociological approaches that explain the bureaucratic phenomenon and administrative action, with a focus on the theoretical developments that have contributed to rethinking traditional concepts and highlighting the transformations that sociological thought has undergone in this field . This study aims to examine the impact of the bureaucratic phenomenon on local administrative action in the Algerian administration by employing modern sociological approaches, particularly the neo-institutional approach, the strategic analysis approach, and the participatory governance approach. The objective is to gain a deeper understanding of the structural causes that hinder local administrative performance. The study also seeks to assess the effectiveness of these approaches in analyzing bureaucracy, specifically in their interpretation of power and social relations within institutions, and their ability to provide theoretical and conceptual tools that help overcome bureaucratic inertia and move toward a more effective and participatory local administration..
