The trade defense system is a legal instrument available to various countries that are members of the World Trade Organization (WTO), which approved it under multilateral agreements. Its purpose is to protect all parties from conflicting trade policies and unfair practices that distort the natural state of international trade—namely, the free exchange of various goods and services—and, in particular, to safeguard domestic industries in countries facing difficulties in keeping pace with global growth. Among these rules are: the Anti-Dumping Agreement, the Agreement on Subsidies and Countervailing Measures (SCM Agreement), and the Safeguards Agreement. These mechanisms, which the WTO allows countries to use without abuse, have been employed by various parties. Developed countries, with their technical and administrative expertise in investigation procedures in accordance with WTO standards, have used them to protect sensitive industries such as aluminum, agriculture, and steel. However, according to objections from affected parties, these measures have often turned into protectionist tools rather than genuine trade defense instruments. Other countries have used them to protect strategic sectors, such as Turkey, India, and Brazil. As for the remaining group—particularly developing countries, including Algeria—they face technical and institutional challenges that hinder their ability to benefit from this necessary legal system, which is one of the criteria for acquiring full WTO membership
