الملخص
تهدف هذه الدراسة إلى البحث أثر الاستقرار السياسي على جذب الاستثمار الأجنبي المباشر دراسة قياسية في الجزائر للفترة ما بين (1996-2023)، ومن خلال ذلك تم تقديم النموذج للكشف عن وجود تكامل مشترك باستخدام منهج الحدود الحديثة نسبيا. حيث بينت نتائج الاستقرارية أن متغيرات الدراسة متكاملة من نفس الدرجة ((I(1) ، وللكشف عن التكامل المشترك نقوم باستخدام طريقة اختبارات الحدود التي نتج عنها وجود علاقة توازنية طويلة المدى بين متغير الاستقرار السياسي والاستثمار الأجنبي المباشر في فترة الدراسة، مما أدى بنا إلى تقدير نموذج ARDL. فمن خلاله توصلت الدراسة إلى وجود علاقة موجبة بين الاستقرار السياسي والاستثمار الأجنبي المباشر في المدى الطويل، أي أن الاستقرار من العوامل الحاسمة في تشكيل بيئة استثمارية مواتية، إذ إن غيابه يؤدي إلى ارتفاع مستويات المخاطرة، ما يدفع المستثمرين إلى إعادة تقييم قراراتهم الاستثمارية. كما يسهم عدم الاستقرار في زيادة تكاليف إنجاز المشاريع، ويحدّ من فعالية الحوافز الاستثمارية التي تقدمها الحكومات سواء للمستثمرين المحليين أو الأجانب. This study aims to investigate the impact of political stability on attracting foreign direct investment (FDI), through an econometric analysis applied to Algeria over the period 1996–2023. In this regard, a model was developed to test for the existence of cointegration using the relatively recent Bounds Testing approach. The stationarity tests revealed that the variables under study are integrated of the same order, i.e., I(1). To test for cointegration, the Bounds Testing method was employed, and the results confirmed the existence of a long-run equilibrium relationship between political stability and FDI during the study period. Consequently, an ARDL (Autoregressive Distributed Lag) model was estimated. The findings indicated a positive long-term relationship between political stability and FDI inflows, suggesting that stability is a critical factor in creating a favorable investment environment. Its absence increases the level of investment risk, prompting investors to reconsider their investment decisions. Furthermore, political instability raises project implementation costs and undermines the effectiveness of investment incentives offered by governments to both domestic and foreign investors.
