The 2015 Paris Agreement serves as the legal foundation for the principle of climate adaptation. This agreement aims to establish a new global system based on principles designed to confront the risks of climate change beyond the year 2020. Achieving this goal requires cooperation among all countries to reduce greenhouse gas emissions, adapt to climate change, transfer technology, and finance related measures—primarily by developed countries to assist developing nations. This has led to the formulation of international obligations described as common but differentiated, reflecting disparities in countries’ capacities and responsibilities for supporting and implementing the principle of climate adaptation.Given the nature of these responsibilities, the issue of the challenges in implementing the principle of climate adaptation has emerged—commonly referred to as the "climate gap," as highlighted in reports by relevant international bodies such as the United Nations Environment Programme (UNEP).This article seeks to shed light on this issue by examining the concept and manifestations of the climate gap, its underlying causes, and the necessary measures to manage or mitigate it.
