الملخص
ملخص: يتناول هذا المقال التعليق على نص الفقرة 18 من ديباجة الدستور الجزائري (تعديل 2020)، حيث تضمن جوهر هذا النص الإشارة لفكرة الأمن المناخي، باعتباره ضرورة من ضرورات الأمن غير التقليدي، من خلال الإشارة إلى الانشغال بتدهور البيئة وبالنتائج السلبية للتغير المناخي، وكذا متطلبات الوقاية والحد من هذه السلبيات في نفس السياق، مثل: الحرص على حماية الوسط الطبيعي، وكذا الاستعمال العقلاني للموارد الطبيعية. حيث تم اتباع منهجية التعليق على النصوص القانونية التي تقتضي تناول الموضوع من ناحية شكلية وأخرى موضوعية. الكلمات المفتاحية: ديباجة الدستور، التغيرات المناخي، الأمن المناخي. ***Abstract: This article discusses the text of Paragraph 18 of the Preamble to the Algerian Constitution (Amendment 2020),as the essence of this text included a reference to the idea of climate security, as one of the necessities of non-traditional security, by referring to the concern with environmental deterioration and the negative consequences of climate change, as well as the requirements for prevention and reduction of these negatives in the same context. such as: protecting the environment and the natural environment, as well as the rational use of natural resources. The method of commenting on the legal texts was followed, which requires dealing with the subject from a formal and substantive perspective Keywords: Preamble to the Constitution, Climate Change, Climate Security.
