Law No. 23-05 represents a major reform within Algeria’s legislative framework on drug control, introducing modernized measures aimed at strengthening oversight and curbing drug-related offenses. It broadens the scope of criminalization to encompass new illicit trafficking behaviors and authorizes advanced investigative tools such as controlled delivery and electronic surveillance to dismantle organized criminal networks. The law also increases penalties, particularly in cases involving organized crime, while giving due attention to prevention and rehabilitation mechanisms. Additionally, it integrates a social approach by involving civil society in combating this phenomenon. By combining deterrent and preventive strategies while upholding fundamental rights, the law marks a progressive step in aligning Algeria’s criminal policy with contemporary challenges in the fight against narcotics.
