: Algerian-French relations have enjoyed cordiality and peace for most of their periods since the year 1619 AD, through the privileges that Algeria provided to France, whether in their economic or political aspects, which placed it at the forefront of European countries that enjoyed favor with the rulers of Algeria. But France lost this status at the end of the eighteenth century and the beginning of the nineteenth century after the military campaign against Egypt in 1798 AD, which led to tension in relations between France and the Ottoman Empire and the rest of its provinces. The archival document that is the subject of our study shows the extent of the crisis in the relationship between Algeria and the French government represented by Napoleon Bonaparte, the First Consul. France, through the representative of the Ottoman Empire in Paris, tried to involve the latter in the conflict by requesting that he write a letter to the Oujaq of Algiers. And an attempt to calm the situation between the two countries due to Napoleon's arrogance, arrogance, and threats to Algeria to use military force to stop it from what he called insulting France by demanding its debts, and other flimsy justifications. This Hamayouni document (the report) is nothing but a current presentation to the Ottoman authorities from their representative in Paris of the problems between Algeria and France, and the dangerous state of tension that reached its peak in 1802 AD on the one hand, and a justification for writing a letter to the Algerians with a request from the First Consul Bonaparte on the other hand.
