الملخص
ملخص: قام مؤسسي المرحلة الانتقالية باستحداث مؤسسات انتقالية تهدف إلى فرض الأمن والنظام العام وضمان السير الحسن لمؤسسات إن الدولة، وضمان الوصول إلى دستور ينظم سلطات الدولة ويضمن الحقوق والحريات . وقد شهدت هذه المرحلة توسيع لسلطات الضبط الإداري والعسكري والقضائي نظرا لمقتضيات المرحلة التي شهدت إعلان حالتي الطوارئ والحصار، مما أدى إلى المساس في كثير من الأحيان بالحقوق والحريات الفردية والجماعية . Abstract: The founders of the transitional phase, while dealing with the constitutional and security crisis, created transitional institutions aimed at imposing security and public order, ensuring the smooth running of state institutions, and ensuring access to a constitution that regulates state powers and guarantees rights and freedoms. This phase witnessed an expansion of the powers of administrative, military and judicial control due to the requirements of the phase that witnessed the declaration of states of emergency and siege, which often led to the infringement of individual and collective rights and freedoms.
