The Function Of Risk Management As A Proactive Strategy For Combating Corruption In The Public Sector

Authors : Bekkar Fethi .

Abstract

There is no doubt that improving the performance of government organizations, as well as private sector institutions in all their forms, and enhancing the quality and effectiveness of their services, begins with addressing the phenomenon of corruption. This confrontation must proceed through two interrelated approaches that must be implemented simultaneously: a proactive approach, whereby organizations and institutions apply a corruption risk management strategy by establishing a set of measures and procedures intended to prevent corruption and detect its indicators before it occurs; and a repressive approach, which consists of imposing sanctions on corrupt employees and stakeholders. This study outlines the key elements of the proactive approach, details the operational steps and mechanisms of risk management, explains how it is applied and conducted, and assesses its effectiveness in confronting the phenomenon of corruption, which continues to erode the structures and processes of these organizations.
