This research paper aims to examine mosque-based religious institutions and their position regarding deviations that constitute behavioral and ethical concerns in Batna society. This is particularly relevant given the challenges posed by globalization, modernity, and postmodernity on the Algerian family, which has experienced fragmentation and disarray. This has resulted in new forms of manifestations that may seem marginal or as a form of self-display. However, through analysis, study, and deconstruction, we realize the urgent need to construct a balanced reformist discourse directed towards these vulnerable groups. The study adopted a case study methodology by selecting the Al-Arqam Institution for Fatwa and Reconciliation in the city of Batna, relying on the interview as a data collection tool. It concludes with a set of results, the most important of which is the emergence of new issues at the level of deviant behaviors, leading to the necessity of activating the role of competencies within the Fatwa Committee.
